County Okays Ambulance Purchase

The Glasscock County Commissioners’ Court, meeting in regular session May 10, approved purchase of a new ambulance for approximately $102,000. The court took the recommendations of Emergency Medical Technician Alan Jansa and Emergency Medical Service Administrator Christy Seidenberger in deciding which make and model of truck and ‘box’ to buy. The unit will be a Ford F350 with a box made by McCoy/Miller. Jansa said EMT’s want a unit that is safe and user-friendly. He said it is important to keep the ‘boxes’ as nearly the same as possible, so that emergency personnel are familiar with where things are and how they operate in each unit.

The court also approved paying $36,950 for two new sets of Jaws of Life. The Volunteer Fire Departments in Garden City and St. Lawrence have secured Forestry Service grants totaling $26,400 for the equipment, leaving $10,550 in out-of-pocket expense. Mark Halfmann said the new Jaws units are the same size as the old one, but have a much larger bite and more force, making them better in accident work. He said the old unit would be moved to Drumright, which currently doesn’t have a Jaws unit.

Mutual aid agreements with Reagan County got court approval, contingent upon minor corrections of titles.

On April 27, the commissioners approved an oil and gas lease with Laredo Energy which had been pending for some time.

Fifteen EMS Volunteers Serving County

Seidenberger reported that the local EMS group now has 15 trained volunteers, most of whom are very active. She said Kenny Batla is a Paramedic, and Stacy Hare will soon reach Intermediate status. At that point, the local EMS will be classified as capable of Advanced Life Support.

The county’s EMS group has made 26 emergency runs year-to-date, most of them on weekends, Seidenberger said. She said she believes Glasscock County is the only one in the area that doesn’t charge for ambulance service and said she wants to keep it that way. She explained that if, in some circumstance a Glasscock County resident should have to be transported by an ambulance from a neighboring county, he will be charged that county’s rate. [Editor’s Note: Local EMS personnel have, over many years, opposed charging for ambulance service, and refused county offers of individual stipends for ambulance runs.]

County Judge Kim Halfmann expressed her appreciation for the work the EMS and VFD personnel do and the services they provide the county. Jansa and Seidenberger in turn thanked the commissioners’ court for the support it gives them by providing training and equipment.

Sheriff Gets New Pickup

The county commissioners approved purchase of a new pickup to replace Sheriff Keith Burnett’s, which was wrecked in a collision April 30.  The new unit, from Pollard Chevrolet, will be a 2010 Chevrolet Silverado Short Crew 1500, 4WD and will cost $31,700.  Burnett said the accident occurred when another pickup pulled on to CR125 from a private road and collided with Burnett, who was traveling east on CR125 in route to a house fire.  The other driver was found to be at fault, Burnett said.

Commissioners approved allowing the local sheriff’s department to use what had been a 4-H shooting range for practice shooting. Burnett said they have to qualify with both pistols and rifles each year and currently have to go to Big Spring for target practice.  The range is located at the west dump ground and hasn’t been used in several years. The county agreed to clear the range area of mesquite and to mow it when nearby road ditches are mowed.

The county court discussed two bids for almost one mile of fencing along newly constructed County Road 305 and voted to accept the one from local JT West Texas Fence & Welding for $15,547. The other bid was from Twin Mountain Supply of San Angelo for $22,054. Commissioner Gary Jones said the road has cost the county little, since Jo Ann Hillger donated almost 8 acres of land and Laredo Energy provided the caliche to build it.

The court also agreed on a $25,000 minimum sale price for a 1995 Ford fire truck with 7,500 miles. The truck will be listed online, either on govdeals.com or a similar site at a probable seller’s fee of 7.5 percent of the sales price.

New Seal Coating Slated for Summer

Glasscock County’s road engineering consultant Don Bonifay discussed 2010 paving/seal coating with the county court. Bonifay explained that for bidding, he will combine the work with that of Sterling County, which will probably do less than 5 miles. He said both projects will go to the same bidder, and after the bid process, everything else for the two counties will be separate.

Bonifay said last year, the work cost approximately $25,000 per mile. County Treasurer Alan Dierschke said $285,000 is available for this year’s work.

Plans currently are to seal coat approximately 10 miles, including 5.5 miles of CR 110 and 4 miles of Seidenberger Road plus the intersection of Drumright and Overton Roads and the Garden City Cemetery parking lot. Bonifay will advertise for bids, the project will be let at the June 14 commissioners’ court meeting and the work will be done between early July and early September.

Water District Allows $’s for Tax Mapping

At its April 20 meeting, the Glasscock Underground Water Conservation District’s Board of Directors (Kent McMillan and John Phillips absent) approved a resolution allowing the Glasscock County Tax Appraisal District to keep $821 in water district funds to help with Geographical Informational System mapping. Tax Appraiser Nancy Hillger told the board that excess tax appraisal dollars have not been returned to the three local taxing entities since 2000, but formal resolutions to that effect have not been passed each year by each entity as specified by state regulations.

The county commissioner’s court approved the resolution for its $9,000 on April 12 and the GCISD board will discuss a resolution for its $14,000 on May 12.

The GUWCD board also voted to forgive $16.94 in unpaid taxes on Lots 1 – 6, Section 12, Blk. 34 to assist in the lots being taken off the tax rolls. Glasscock County recently acquired these lots through adverse possession, Hillger said.

In another tax matter, the GUWCD board voted to deny a taxpayer request to waive penalty and interest due to unpaid taxes prior to 2007 on some minerals. County commissioners had taken the same action on April 14.

GUWCD directors and Manager Rick Harston said they encourage landowners to have water wells tested prior to any nearby oil and gas drilling.

Harston thanked Director Larry Wheat for his many years of service on the water district board. Wheat, who declined to run for reelection, commented that he wished the board had more authority in dealing with oil and gas activities.

Obituary

Lynda Ruth Ballenger Glass, 69, died April 17, 2010, was buried at Montvale Cemetery in Sterling City, Texas.

She was born to West Texas ranchers Bob Ballenger and Dollye Ruth Neal on January 22, 1941, in San Angelo, Texas, and spent her childhood on the family ranch in Glasscock County, Texas. During the drought of the 1950s the family moved to Midland where Lynda graduated from Midland High in 1959. She entered Texas Christian University as an English major in the fall of 1959. It was at TCU that she was introduced to her future husband Larry Glass by his brother Lynn.

Lynda and Larry were married December 29, 1961, at the First Christian Church in Midland, Texas. They settled on the banks of Lacy Creek in the western part of Sterling County at the David and Willie Glass Ranch and for the next 49 years celebrated each other and their family. Lynda worked alongside Larry throughout her lifetime in the family's ranching operations. She always loved horses and helped Larry in their registered quarter horse operation. Lynda was active in the First Presbyterian Church of Sterling City where she served as church organist for almost 40 years. She served as Presbytery Moderator of the Presbyterian Women’s organization, attaining an Honorary Life Membership. Lynda's most lasting spiritual legacy was her impartation of the scriptures and prayer to her family.

Lynda was preceded in death by her parents Bob Ballenger and Dollye Ruth Neal and infant son William Ray Glass. Lynda is survived by her husband Larry; sons Robert David Glass and his wife Brooke of Spur, Texas, and their children Riley, Rachel and Ben and Jefferson Lawrence Glass of Southlake, Texas, and his children Daniel, Emily, Andrew and Grayson. Lynda is also survived by two sisters from the Dallas area, Barba Ballenger Keene and husband David, and Francys Ann Ballenger; brother-in-law Lynn Glass and his wife Helen of Big Spring; and sister-in-law Willene Glass Boger and her husband Allen of Argyle, as well as a host of nieces and nephews. In lieu of flowers the family suggests donations be made to Concho Valley Home for Girls, West Texas Boys Ranch or Presbyterian Children's Homes and Services.
